Not sure if allowed! Delete if not!

So i bought this brush from someone on Facebook and it's been cut and rewired. The problem is that it's supposed to get cold and it's only getting hot. Does anyone know how to fix it? Or know anyone who can fix it. I am getting a refund for it but if it's able to be fixed, i would like to keep it.. The fan is not working either. Someone said wires could be crossed. Idk! It's a babybliss Cryo care brush and supposed to go to zero degrees but only gets hot!
Any suggestions????
